Ballast water anticlimax It has been almost 20 years since the IMO Ballast Water Management (BWM) Convention was first tabled, and quite a number of companies have gone out of business since then. At one stage, before the entry into force in 2017, there were more than 100 makers, but years of predatory pricing and loss-leading have taken their toll, and now there are only a handful left. In some cases, as many predicted before 2017, some ship operators have chosen strategic non-compliance strategies, choosing to risk fines rather than fork out for a BWM system....
